The legislatures in these states have passed various deceptive initiatives that nearly all block access to the full range of reproductive health options. Many of these state laws are so extreme that they are deemed unconstitutional by state and federal courts because they lack the proper exceptions and safeguards in emergency situations to preserve the life of a woman, while others have been found to create an undue burden to a woman.<\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">The list below does not show that only 17 states require emergency rooms to give information on and\/or access to emergency contraception to rape victims or how only 5 states require a pharmacy to fill a birth control prescription. There are states working to protect personal freedom and lower the incidence of unintended pregnancies. These states are those. <\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">Efforts at the state level to pass restrictive legislation will only increase as single-issues extremists focus on passing state laws and ballot initiatives that directly challenge Roe v. Wade. Just in the first part of this year there were over 700 different choice-related measures introduced in state legislatures across the country. HB 551 would impose further restrictions on women trying to obtain abortions.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 260 would give a fetus legal status in civil cases, thus marking a key step towards a fetus legal rights.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 369 would allow pharmacists to &ldquo;opt out&rdquo; both of which are highly manipulative in nature.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Arkansas has unnecessary and costly regulations that an abortion must only be performed at a specialized facility.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">There are specific burdensome requirements for abortion facilities. The State Department of Health is able to enter an abortion facility at any point to inspect anything it deems necessary.&nbsp; <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Arkansas strongly restricts who can perform an abortion, excluding many qualified heath care professionals.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Arkansas requires parental consent before an abortion is performed without an acceptation for a child who is a victim of abuse.&nbsp; <\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><b><i><span style=\"color: #000080\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">2009 Introduced Anti-choice Laws<\/span><\/span><\/span><\/i><\/b><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">Arkansas has two dangerous anti-choice pieces of legislation that have passed this year so far:<\/span><\/span><\/p>\n<ul>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">SB 63 has been passed and signed by Governor Mike Beebe (D). Under the new law, doctors must meet face to face with a woman 24 hours before her abortion for counseling, severely impacting the level and amount of service they can provide to women while providing information that is potentially coercive.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 115 has also been passed and signed by the Governor to further reinforce federal Partial Birth Abortion laws, a duplicative and time-wasting effort.<\/span><\/span><\/li>\n<\/ul>\n<hr \/>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"color: #ff0000\"><span style=\"font-size: medium\"><u><b><span style=\"font-family: Arial\"><a name=\"ID\">Idaho<\/a><\/span><\/b><\/u><\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><b><span style=\"color: #000080\"><i><span style=\"font-size: small\"><span style=\"font-family: Arial\">Anti-choice Laws<\/span><\/span><\/i><\/span><\/b><\/p>\n<ul>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Idaho has an unconstitutional ban on abortions preformed as early as twelve weeks without an exception for the life of the mother.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Idaho has strong anti-choice language in their state code: &quot;The supreme court of the United States having held in the case of \'Planned Parenthood v. Casey\' that the states have a \'profound interest\' in preserving the life of preborn children, Idaho hereby expresses the fundamental importance of that \'profound interest\' and it is hereby declared to be the public policy of this state that all state statutes, rules and constitutional provisions shall be interpreted to prefer, by all legal means, live childbirth over abortion.&quot; <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">A woman has to receive state-issued material that has to be medically accurate and non-manipulative but nonetheless includes photographs of a fetus and descriptions of fetal anatomical and physiological features.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">A woman must wait, if possible, 24 hours after being given the manipulative state prescribed written materials before obtaining an abortion.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Insurance companies are prohibited from covering abortion in their policies unless it is to save the life of the woman.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Idaho has an unconstitutional law which requires that second trimester abortions must be preformed at a hospital.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Idaho highly restricts who can perform an abortion, excluding many qualified heath care professionals.&nbsp; <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Idaho has enacted an unconstitutional parental consent law because it does not have a proper exception for emergencies where the child&rsquo;s life is in danger.&nbsp; <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Parental consent is required before an abortion can be performed is preformed but maybe waived if the child is a victim of incest or rape. <\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><b><span style=\"font-size: small\"><span style=\"color: #000080\"><i><span style=\"font-family: Arial\">2009 Introduced Anti-choice Laws<\/span><\/i><\/span><\/span><\/b><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">The Idaho legislature is currently weighing a bill that would allow pharmacists to refuse to fill prescriptions for contraceptives, placing the personal and religious beliefs of the pharmacists over the medical health and needs of the state&rsquo;s patient.&nbsp; The bill is worded so that emergency contraception and some forms of birth control could potentially be included in this, and puts women&rsquo;s access and medical needs at risk in favor of the pharmacist&rsquo;s personal religious beliefs.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-family: Arial\"><span style=\"font-size: small\">SB 71 would amend Kentucky law to match Federal Partial Birth Abortion ban-a duplicative and time wasting effort meant to pander to the extreme.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-family: Arial\"><span style=\"font-size: small\">Kentucky also has a House Resolution to honor so-called &ldquo;Crisis Pregnancy Centers&rdquo;, which often use misinformation and manipulation.<\/span><\/span><\/li>\n<\/ul>\n<hr \/>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: medium\"><span style=\"font-family: Arial\"><a name=\"LA\"><span style=\"color: #ff0000\"><u><b>Louisiana<\/b><\/u><\/span><\/a><\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><b><span style=\"color: #000080\"><i><span style=\"font-size: small\"><span style=\"font-family: Arial\">Anti-choice Laws<\/span><\/span><\/i><\/span><\/b><\/p>\n<ul>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Louisiana has an unconstitutional abortion ban in place for when and if Roe is overturned that would ban all abortions with exceptions for rape, incest and to protect maternal life.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Louisiana has an unconstitutional pre-Roe ban on all abortions except when the mother&rsquo;s health is in jeopardy and for victims of rape and incest.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Louisiana has a ban on certain safe abortion procedures.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Louisiana has strong anti-choice language in their state code: &ldquo;The Legislature does solemnly declare and find in reaffirmation of the longstanding policy of this State, that the unborn child is a human being from the time of conception and is, therefore, a legal person for purposes of the unborn child\'s right to life and is entitled to the right to life from conception under the laws and Constitution of this State.&rdquo;<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">A woman must wait 24 hours after receiving an in-person, highly manipulative state mandated lecture before an abortion is preformed requiring two trips to the provider.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Any person who is employed by the state of Louisiana, or receives any government assistance, may not recommend a woman have an abortion unless they are a physician attempting to save the mother&rsquo;s life.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Abortions may not be performed in any buildings which receive any public except in cases of rape, incest or to save the life of the mother.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">In Louisiana, abortion clinics must obtain medically unnecessary licensing. Louisiana also has quality requirements that other medical facilities are not required to meet.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Michigan highly restricts who can perform an abortion excluding many qualified heath care professionals.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">A woman under the age of 18 must receive parental consent before an abortion can be preformed. Mississippi also has quality requirements on clinics that other medical facilities are not required to meet.&nbsp;&nbsp;<\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><b><span style=\"color: #000080\"><i><span style=\"font-size: small\"><span style=\"font-family: Arial\">2009 Introduced Anti-choice Laws<\/span><\/span><\/i><\/span><\/b><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">Mississippi has one piece of anti-choice legislation in the Senate, which would ban abortion from being taught in MS schools.<\/span><\/span><\/p>\n<hr \/>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: medium\"><span style=\"color: #ff0000\"><u><b><span style=\"font-family: Arial\"><a name=\"MO\">Missouri<\/a><\/span><\/b><\/u><\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"color: #000080\"><i><b><span style=\"font-size: small\"><span style=\"font-family: Arial\">Anti-choice Laws<\/span><\/span><\/b><\/i><\/span><\/p>\n<ul>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri bans certain safe abortion procedures.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri requires that a woman must receive in-person counseling necessitating two trips to the provider.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">No state funds can go to abortion counseling except when it is necessary to save the life of the woman.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Insurance plans must exclude abortion in their coverage unless it is to save the life of the woman.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">State medical facilities and their employees cannot counsel, assist or perform an abortion except to save the life of the woman.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri imposes unnecessary licensing and oversight for where abortions can be performed.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri has an unconstitutional requirement that all abortions preformed after 16 weeks must be preformed in a hospital.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri highly restricts who can perform an abortion excluding many qualified heath care professionals.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri requires parental notification before an abortion is performed without a waiver for incidences of rape, incest or when the child has been the victim of abuse.&nbsp;<\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"color: #000080\"><i><b><span style=\"font-size: small\"><span style=\"font-family: Arial\">2009 Introduced Anti-choice Laws<\/span><\/span><\/b><\/i><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\" class=\"MsoNormal\"><span style=\"font-size: small\"><span style=\"font-family: Arial\">Missouri has 10 pieces of anti-choice legislation:<\/span><\/span><\/p>\n<ul>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">Four of these would place more restrictions on women seeking abortions by forcing them to undergo ultrasounds, receive counseling 24 hours prior to a procedure, and receive information meant to manipulate women into not having the procedure.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">SJR17 would ban any state funds from going towards abortion funding or embryonic stem cell research, hurting both low-income families and people who suffer from debilitating diseases.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 226 would allow pharmacists to refuse to dispense drugs that could cause an abortion, and could potentially allow pharmacists to deny contraceptives as well.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">SB316 would reinforce the state&rsquo;s commitment to abstinence-until-marriage-sex education, which has been proven by national studies to not being effective in preventing teens from having sex. It would also bar any organization that provides abortions from giving information on preventing the spread of STDs or pregnancy in schools.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HR 212 and HR 294 call for a rejection of potential federal legislation that would codify Roe v. Wade, a sworn goal of many Utah extremists.<\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 222 would make it so all abortions over 20 weeks have a 24 hour waiting period and will force patients to undergo a &ldquo;fetal pain&rdquo; briefing, even though there is not scientific evidence concluding that such pain exists. If passed, this bill would outlaw abortion, emergency contraception, common forms of birth control, embryonic stem cell research, in-vitro fertilization, and could even be used to prosecute women who accidentally miscarried for criminal negligence.<br \/>\n    <\/span><\/span><\/li>\n    <li><span style=\"font-size: small\"><span style=\"font-family: Arial\">HB 2634 would require patients seeking abortions to undergo a &ldquo;fetal pain&rdquo; briefing, even though there is not scientific evidence concluding that such pain exists.
